Cecil Bykerk, FSA, MAAA, FCA, RHU, served as the executive vice president and chief actuary at Mutual of Omaha Insurance Company, before starting his consulting career in 2004. Prior to his 25-year tenure at Mutual of Omaha, he was director of the actuarial science program at the University of Nebraska between 1975-79. He began his professional career at Metropolitan Life in 1970.

Bykerk has been a leader for a number of boards including president of the American Academy of Actuaries; Society of Actuaries; Actuarial Foundation; Actuarial Standards Board; National Association of State Comprehensive Health Insurance Plans (NASCHIP); International Actuarial Association; and board member of PORTICO (previously named Evangelical Lutheran Church of America's Board of Pensions) and Surety Life.

In 2013, he was appointed to the Long-Term Care Finance Reform Task Force, Leading Age based in Washington, D.C., which worked on the issue of long-term care services and financing within the United States. Since 2008, he has served on the board of trustees/directors of a long-term care company, SHIP and its not-for-profit oversight trust. During his career, Bykerk was actively involved with genetic testing and major medical insurance, having made presentations to various professional, academic and regulatory bodies, and writing articles and white papers

Bykerk received his bachelor's degree from the University of Denver in 1966, and his master's degree from the University of Nebraska–Lincoln in 1968.
